Homestead Tax Exemption for Claimants 65 Years of Age or Older and Increase in Military Service Tax Exemption

Divisions 5 and 6 of House File 718 passed in the 2023 legislative session and were signed by the Governor on May 4, 2023 establishing a homestead tax exemption for claimants 65 years of age or older and increases the military services tax exemption.  Both changes are retroactive and will apply to the assessment year starting January 1, 2023.  These changes will be reflected on property taxes payable the fall of 2024 and spring of 2025.

In addition to the existing homestead tax credit, eligible claimants who are 65 years of age or older on or before January 1 of the assessment year are now eligible for a homestead tax exemption.  For the assessment year beginning on January 1, 2023, the exemption is for $3,250 of taxable value.  For assessment years beginning on or after January 1, 2024 the amount of taxable value exempted will increase to $6,500.   These amounts are not the amount of tax exempted but the amount of taxable value exempted.

Claimants who have previously been approved and continue to qualify for the homestead credit before May 4, 2023 can automatically be awarded the homestead exemption if they meet the eligibility criteria.  The exemption can only be automatically granted if the assessor has enough information to verify eligibility.  If you meet the criteria for the exemption and already signed the Homestead Credit Application, we are asking you to stop in the Assessor’s Office to verify your age to have it automatically applied without the need to sign another application.

The Iowa Department of Revenue has updated the Homestead Application to now include the 65 and over exemption.  New Homestead claimants after May 4, 2023 will need to sign the amended application to qualify.  July 1, 2023 is the deadline for either providing verification of eligibility of the new homestead exemption or for signing a new application if a homestead isn’t already on file.

Also, all persons under age of 65 are still eligible for the Homestead Tax Credit.  All Homestead Tax Credit and Exemption claimants are eligible as long as you own and occupy the dwelling for where the homestead is being claimed.  The deadline for application is July 1, 2023.

The military service tax exemption is being increased to $4,000 of taxable value for assessment years on or after January 1, 2023 for an honorably separated, retired, furloughed to a reserve, placed on inactive status or discharged veteran as defined in Iowa Code section 35.1(2)9a) or (b).  No action is necessary by anyone already claiming this credit as the increase in the exemption will automatically be applied.

Both Homestead Credit/Exemption and Military Service Exemption applications are available in the Assessor’s Office or on the Iowa Department of Revenue website.
